It knows you furriners insist on using umlauts, circumflexes, cedillas and stuff, so while it tries to get you to be sensible, eventually it gives up and lets you have your way. After all an apostrophe is only an inverted comma, so it lets you keep it if you insist. With ‹spit›Meetup‹spit›, you might have completely lost your whole page and have to write it all again as Ash did with her Kor'Ath page a long time ago.
Once the page is saved it exists in the database and has a unique-ID, and the name is just a tokenised reference to it. That token can have any form. Hence the apostrophe can be used, as its just text. (This is also why renaming propagates correctly.)
